Employee is a Pennsylvania (PA) employee whose payroll processing fails with error:
"Formula US_GET_GEOGRAPHY_IDENTIFIER, line 169, a local variable was used before being initialized. (1=LEVEL)

Steps to reproduce
- The employee’s address and tax district was updated to ensure it was validated through the vertex.
- The employee is flagged as Work from Home and Work Tax Address is also completed
- The calculation card has the home address on the federal card.
- The regional card has the Resident and Work PSD for the Downingtown ASD. The PSD code changed on its on, we originally had another code in there, but it keeps updating.
