Contact Creation - Validation Rule not working when contact is created from Account

Symptoms

On : 11.1.10.0.0 version, Accounts, Contacts, Households

When attempting to make the Contact Phone Number Mandatory through Groovy, the validation rule is bypassed when the contact is created from Accounts UI.


STEPS to Reproduce the Issue

The issue can be reproduced at will with the following steps:
1. Login to Oracle Sales Cloud Application
2. Navigate to Application Composer -- Contacts
3. Add the Validation Rule as to make the Phone Number as required
4. Create a Contact from Accounts UI
