Submit request set with schedule for future dates and gives a confirmation message but did not submit.

Expected to see a request scheduled with status = Wait.

Navigator > Credits and Earnings > View Requests > Submit Request set "Custom Calculation Jobset " with [ Using a Schedule ]

1. If Frequency = Daily, even though the start date is tomorrow, system actually ran the request set right away and does not schedule for the next date.

   Schedule tab :
      Run = using a schedule
      Frequency = Daily
      Every = 1 Day
      Start Date = 03/08/2016 05:00
      End Date = 03/31/2016 05:00
      ... get request_id 321065 being submitted right away (3/7/16 13:53 PST)

2. If Frequency = Custom Dates, user gets the confirmation message but no request_id associated to it so no schedule was submitted.

      Frequency = Custom Date
      Add Time :
          03/08/2016 05:00
          03/09/2016 05:00
          03/10/2016 05:00
          03/11/2016 05:00
      ... click [ Submit ] and get "Confirmation" without any request_id
      ... checked the ess_server and did not see any request submitted.
