Some User Are Kept Getting Login Page When Signing in SmartView

When using fusion smartview function, local users can login smartview successfully, but remote user (oversea users) are kept getting login page after entering correct user name and password
customer is using SmartView Version 184.108.40.206.000 (Build 157)
Steps to reproduce:
1. Open a download xls file
2. Click smartview shared connection
you will get fusion application chooser login
3. Click sign in on the right side to sign in using my company's sign in
you will get the chooser login page again
