Fusion Payroll: Employee is Not Calculating in Regular Payroll Process or Quickpay

When attempting to run Quickpay, the following error occurs.
Error ORA-20001: The requested action cannot be processed for this person because either an earlier task is incomplete or a later task is completed. Details: Complete the incomplete task or rollback the completed task. ORA-06512: at "FUSION.PAY_QUICKPAY_PKG", line 145 ORA-06512: at "FUSION.PAY_QUICKPAY_PKG", line 282, ORA-06512: at line 1
The issue can be reproduced at will with the following steps:
Employee #300689 is not being picked up in the regular calcpayroll process for period 6 2016, 2/28/16 to 3/12/16 pay period, process date of 3/18.
The employee had a supplemental check done and a quickpay for prior period adjustments done. (process date 3/19, for Date Earned 2/27/16)
Receive an error when processing the quick pay. solution it provides is to rollback the completed quickpay but that is not a solution as there is a check payment associated to that quickpay.
