What is an Amended ROE?
When an interruption of earnings occurs – if, for example, someone quits, is fired, dismissed,
or takes a leave of absence — Service Canada requires his or her employer to issue a record of employment (ROE).
If, however, any of the information on that initial ROE changes after it has been filed
— for example, if an employee is currently on maternity leave but has earned an end-of-year bonus
— you are then required to file an amended ROE. While the need for an ROE may be self-explanatory,
the process by which you issue one is decidedly less so, which is where we come in.
Who is responsible for filing it?
An Amended ROE is issued by the same person or people responsible for filing a regular ROE.
Depending on the company, this may be the person or people responsible for payroll preparation, the bookkeeper,
accountant or an outside payroll firm.
When and why do I have to file it?
Service Canada may request that you file an amended ROE, however it is best to complete the form proactively whenever
you know that an employee has been paid any amount greater than the total stated on the original form.
The form is necessary for any benefits earned, so that Service Canada can adjust and recalculate employment insurance.
The amount of benefits available, and the length of time that an employee can expect to earn them,
may change as a result of the information provided on an amended ROE.
1) Amended ROEs are issued whenever the payment or employment status information on the original ROE changes
2) An amended ROE should be filed as soon as you are aware of the additional payment or status change
3) Electronic amended ROEs must contain the serial number of the original form, along with the following phrases in the comment section of Block 18: “Previous ROE issued in error” and “Amending a paper ROE”
Paper amended ROEs must contain the serial number of the original form in the comment section of Block 2,
but you are not required to state that this form serves as an amendment
