Workflow Send Email To Wrong Recipient

Customer has a workflow which sends an email when the value of a custom field changes.
When the customer triggers the workflow, the mail send to the record creator, instead of the correct recipient.
The correct recipient of the email is stated in an account formula field:

The formula reads the email from the resource object pointed by the DCL field AccountManager_c, which points to Resources
Customer has already debugged that the formula field contains the correct value for the email.

Why is the email sent to the record creator instead of the correct recipient?

User's customization should send an email to the address listed in AccountManaEmail_c

The issue can be reproduced at will with the following steps:
1. Create a DCL that contains Resources
2. Create a formula field that is populated by the email address associated with the chosen Resource
3. Create an object workflow that sends an email to the address in the formula field.

The issue has the following business impact:
Due to this issue, users cannot send emails to the correct recipient.
