Symptoms

Customer is in SUI
Customer has a user with "Partner Administrator" role
Users with this role are unable to see "Notes" tab on "Account" & "Opportunity"


Customer expects that a user with "Partner Administrator" role should still be able to see "Notes" tab on "Account" & "Opportunity"

The issue can be reproduced at will with the following steps:
1. Customer logs in as "Admin Portland"
2. This user has the role "Partner Administrator"
3. "Notes" tab is not visible on "Accounts" page

The issue has the following business impact:
Due to this issue, users cannot view Notes that correspond to an account while logged in as a "Partner Administrator"
