Elements Once Added To One Employee Are Not Getting Displayed In Other Employee Record For Costing

After added Elements on Manage Costing for Persons for one Employee, the elements can't be added for another employee on Manage Costing for Persons, because can't be found in LOV.
Mention: Costing is at assignment level and the employee is eligible for the element which the user wants to add on Manage Costing for Persons page.

To add elements on Manage Costing for Persons for all the employees.

The issue can be reproduced at will with the following steps:
1. Manage Costing for Persons. Add elements for one employee
2. Search for another employee. Manage Costing for Persons. Search for elements. Can't be found in LOV
