ORA-06502 and ORA-06512 Error While Loading Orders Into DOO (Doc ID 2128093.1)

Symptoms

While loading orders into DOO using the DOOTransformService web service, the process fails with an error. The following is seen in the response payload from InvokeOrderTransformation activity.

ORA-06502: PL/SQL: character to number conversion error ORA-06512: "FUSION.DOO_FLINE_SECURITY", line 1501 ORA-06512: line 1

There is an Extensible Flexfield (EFF) on the Fulfillment line that stores the description of an item. The EFF is defined as character (100 chars) and uses a format only value set.
The problem occurs when the order payload contains a comma (,) in the EFF attribute value. There is no error if the comma is removed.
