Instance of Update Accrual Plan Enrollment taking a long time to complete and blocking other requests

Process should complete

The issue can be reproduced at will with the following steps:
1. Go to Absence Administration > Schedule and Monitor Absence Processes > Submit 'Update Accrual Plan Enrollments' Process for the entire population
2. Verify process status
