Customer can not modify data security policy of application role Party Information Inquiry Duty

Steps to reproduce:

1. Login to APM
2. Search for Application Roles in crm :  Party Information Inquiry Duty
3. Open the application role
4. Click Find Policies
5. Click Data Security tab, select any one of the Action, click edit
you will see everything is grey out, you can not make any changes
