Qualification Plans Error with Insufficient Balance

Qualification plans, with no balance or limit, requests fail with "Insufficient Balance" error.

Only identified workaround is to set the Insufficient Balance Usage task to "Not Enabled"at the Employee Self Service level for the absence type.

Even with that, however, a warning is thrown when record s submitted.

STEPS

The issue can be reproduced at will with the following steps:
1. Schedule absence for Qualification Plan
2. Error thrown, "You cannot record this absence because your balance will fall below the configured minimum for this type of absence."

Due to this issue, users cannot record absence in Qualification Plan
