The address associated to an account is not getting updated via the file import process

On : 184.108.40.206.0 version, Accounts, Contacts, Households
When attempting to update the associated address for an account, using file import, with PartySiteID, the following error occurs:
"The reference to the parent entity HZ_LOCATIONS using the identifier column LOCATION_ID is invalid. Details: The parent reference information should be valid when creating a child entity. Ensure that the reference information is not missing or invalid, and that there are no validation errors in the parent record."
As per the error message, customer also used LocationID, but the Status is Unsuccessful.
Customer is trying to upsert, i.e. if record is not present perform insert operation and in case record exits perform update operation for Account and Child entity address both.
The following scenarios were ran as well, with no joy:
When attempting to update the associated address for an account, using file import, with PartyID for Account and LocationID for Address as user key, the following error occurs:
The address for this combination of party and date range already exists.
When attempting to update the associated address for an account, using file import, with OriginalSystem and OriginalSystemReference as user keys, the account is updated successfully, but address is inserted every time and not updated. In this case, customer had to use address user key as LocationOrigSystemReference and LocationOrigSystem.
