Goal

Employee who has a goal plan allocated add their goals.The same goes to manager for approval. Employee is then unable to add further goals, till the manager has approved the submitted goals.
Business expects that employee should be able to add goals at any point in time irrespective of whether previous goals are pending mgr. approval.

Similarly once manager approves the goals, if employee adds new goals which are pending approval from manager, in that case employee cannot currently work on/edit the already approved goals. The entire goal plan freezes and employee has to wait for manager to approve the new goals.
Business expects that employee should be able to edit already approved goal at any point in time irrespective of whether few other goals are pending manager approval.

Employee cannot withdraw a submitted goal if they want to make updates to it before getting manager's approval. Currently this functionality is not available.
Business are requesting for this functionality as often employees might want to withdraw, update the goal and resubmit for approval.

It seems the current functionality in Oracle is designed such that the entire Goal plan is sent for approval and hence it freezes for an employee when approvals are pending. Whereas the business requirement is to have ability to select goals which employee wants to send for approval(it could be 1 or more or select All),ability to withdraw an individual goal if it requires editing and ability to work on other goals which are already approved, when the new goals are pending approval.
