Symptoms

When attempting to access the "Manage Buyer Assignment Rules" within FSM, the following error is observed:

Error:
You do not have the required permission to perform this task. Your applications security administrator can grant you one of the authorized roles listed for this task.

Steps to Reproduce:
1. Open 'Implementation Projects' from root application.
2. Search and open desired project name.
3. Search "Manage Buyer Assignment Rules".
4. Click 'Go to Task'.
5. Error.
