 On : 11.1.10.0.0 version, Approvals and Notification

ACTUAL BEHAVIOR
---------------
Requisition Approval email notifications are not sent to approvers

Note: Email notifications in Outlook/Thunderbird

EXPECTED BEHAVIOR
-----------------------
Expected that Approver gets the requisitions approval email notification to approve/reject these requsitions.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a requisition
2. Enter the line details.
3. Submit for approval.
4. The Approver does not get any approval notification.
