Symptoms

Users are unable to see the asset books in Add Asset after the data fix for the Oldest Date Placed in Service

EXPECTED BEHAVIOR

Asset Book should appear in Add Asset

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Fixed Assets > Additions > Add Asset
2. User is unable to see asset book in menu
