Approvals not getting disabled from Administrative Profile Task (Doc ID 2148413.1)

Symptoms

User has put approval  OFF at site level still approvals are getting triggered. The approval fails and and the following error is seen:

STEPS

The issue can be reproduced at will with the following steps:
1.Approvals are disabled from Setup and Maintenance -> Manage administrator profile values
2.User tries to initiate a salary transaction and gets approval error.
