Symptoms

The Procurement Business Unit (BU) LOV is Empty on Create  Manage Catalog definition page.

Steps to Reproduce:
1.Logon to SSP Home page.
2. Navigate to Manage Catalogs page
3. Create a Catalog and notice that Procurement BU LOV is empty
