Fusion Global Payroll (UK): FPS Failing - Error Adding New Starter Declaration- You Cannot Make Date-Effective Updates To A New Starter Record (Doc ID 2166176.1)

Symptoms

When attempting to run the FPS it is failing for 2 rehired employees due to their new starter declaration missing. When attempting to add the starter declaration, the following error occurs:

You cannot make date-effective updates to a new starter record. You can make corrections only.


The issue can be reproduced at will with the following steps:
1. Run the FPS process
Note it ends in error
2. Navigator>Person Management
3. Search and select the person
4. Select the Manage Payroll Calculation Information task
5. Select the Statutory Deductions record
6. Add the new starter declaration record and click Save or Save and Close
Error is generated.
