Posting Mass Retirements Internal Remote Server Error (Doc ID 2170127.1)

Symptoms

After saving the Mass Retirement Spreadsheet into the local hard drive and making changes, re-opening the Mass Retirement Spreadsheet, an error prompts:

ERROR
-----------------------
The remote server returned an error: (500) Internal Server Error.

oracle.jbo.JboException: An application error occurred. See the incident log for more
  information.

An application error has occurred. Your help desk can use the
  following information to obtain a more detailed description of
  this incident: ###, Server Domain: FinancialDomain,
  Server Instance: PayableServer_HA, Application Name: PayablesApp.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Fixed Assets > Retirements > Manage Mass Retirements
2. Search for Asset Book and create batch with the following parameters:
  a. Retire Date = m/d/yyyy
  b. Asset Number range #### - ####
  c. Retirement Reason = Retirement
3. Click Submit.
4. Select Batch and click Prepare in Spreadsheet
5. The file is saved on local drive.  Changes are made and saved. Re-open Excel and log into Fusion. Error prompts.
