Fusion Global HR: Approval Requests Process For Address Changes By Employees Is Not Working (Doc ID 2170610.1)

Employees submitting address changes through self service but the request to HR Administrators is not happening.

Employee address submission should go to HR Administrator for approval.

The issue can be reproduced at will with the following steps:
1. Log in as employee.
2. Go to Edit My Details: Contact Information
3. Click on the Save and Close screen.
4. Log in as HR Admin.
5. Go to Worklist and verify that address wasn't changed and it was not assigned to HR Administrator.

The issue has the following business impact:
Due to this issue, users cannot update addresses for employees.
