Steps to reproduce:
Navigator > Person Management > Search for 813170 > Select Employee Record > Manage Payroll Relationships > No Payroll listed (there is no Payroll Definition here)

Error message:
Change Effective as of Date to 08-Jul-2016 (Date of Transfer) > Enter in Payroll > Save > Error ‘Payroll already exists within the same date range having start date 2016-07-11 . Please End the existing Payroll by entering FinalClose.oracle.apps.fnd.applcore.messages.FndMessagesUtil$FndMapResourceBundle’

Steps to Resolve:
1. Run Employee Diagnostics
2. Get PPEP Approval to create a BUG
3. Create BUG
4. Have Dev provide a script to clear out data
5. get client approval to run script
6. Create Collab
7. Have Client retest.

Symptoms

On : 11.1.11.1.0 version, Global Payroll

When attempting to add US legislation to Employee, the following error occurs.

1. Navigator
2. Person Management
3. Search for Employee
4. manage Payroll Relationship
5. No Payroll Listed

BUSINESS IMPACT

The issue has the following business impact: This is needed as benefits are tied to a payroll Relationship, without it the employee cannot enroll and receive his benefits. He needs his benefits as soon as possible.
