Unable To Transmit PO From B2B To OSN

When attempting to transmit PO via B2B, the following error occurs.
Error Code B2B-50079
Error Description Machine Info: (cffar23100407.usdc2.oraclecloud.com) Transport error: [IPT_HttpSendError] HTTP encounters send error :400 <XHUB_HTTPSERVICE>".
B2B setup and OSN looks fine.
The issue can be reproduced at will with the following steps:
1. setup B2B for Supplier
2. communicate PO via B2B
