Procurement Punchout Communication Issues After P2T Refresh

On : 184.108.40.206.0 version, Create Requisition
When attempting to Punchout to Supplier the following error occurs.
An error occurred in communicating to the punchout defined in the catalog WB Mason.Contact the procurement application administrator.
Cannot authenticate with provided sing in information.Error Code 700
The issue can be reproduced at will with the following steps:
1. Login into Fusion Applications as a Requester
2. Try to Punchout to Supplier
3. Get the error message
Note: This issue is happening after P2T Refresh on a test instance
