Fusion Payroll: Changed the Name of an Element, but now Cannot Create a New Element with the Same (Original) Name (Doc ID 2176724.1)

Symptoms

On : 11.1.11.1.0 version, Global Payroll

Renamed an existing element and then tried to create a new element with the original name. Find that when attempting to create the new version of the element with the original name, the following error occurs.

ERROR

Error: A record with this combination of values already exists.


STEPS

The issue can be reproduced at will with the following steps:
1. Renamed the original Element Definition
2. This has updated the ELEMENT_NAME in PAY_ELEMENT_TYPES_TL but NOT the BASE_ELEMENT_NAME in PAY_ELEMENT_TYPES_F
3. Tried to create a new element with the original name
4. The new element is rejected with error - A record with this combination of values already exists.
