Supplier Registration Configuration Flips Back To Default Post Upgrade

After Upgrade to Release 11, Supplier Registration Options are defaulted to original settings
Expect upgrade should not change the Supplier Registration Options.
The issue can be reproduced at will with the following steps:
1. Upgrade from Release 10 to Release 11
2. Login into Fusion Applications as Implementation Consultant
3. Navigate to Setup and Maintenance
4. Search for the Task Configure Supplier Registration and Profile Change Request
