Manage Purchasing Document Approvals: Rule Operator Not In Missing (Doc ID 2180565.1)

Symptoms

Actual Behavior:
When defining Purchasing Document Approval Rules Not able to find "Not In" operator value when trying to create rule on Release 11 instance
This Operator could be found in Release 10 instance

Expected Behavior:
Expect to have this Operator "Not In" as this operator was used in release 10 to create rules

Steps:
The issue can be reproduced at will with the following steps:
1.Login into Fusion Applications as Implementation Consultant
2.Navigate to Setup and Maintenance > Search for Task
3.Manage Purchasing Document Approvals
4.Try to edit the terms stage
5.Add a new rule called Category Not in
6.try to add condition for Attribute Category Name
7.cannot find the Operator "Not IN"
