Fusion Global HR: No Transaction Details are Included in Approval Transactions That are Transferred to a User

After the September Monthly Patch Bundle was applied, the Transfer approval notification does not contain any details. The approver receives a blank notification and cannot approve or reject it.

Expect that the user can review the transaction details and action the same.

The issue can be reproduced at will with the following steps:
1. Line Manager initiates and then it goes to HR Shared Service Representative (through Area Of Responsibility usage)
2. When the approver opens the notification, it has no transaction details and the user cannot action it.
3. This same user was able to process transfers the day before the September PB was applied.
4. Other types of transactions work fine, like promotion.

The issue has the following business impact:
Due to this issue,the approver cannot action the transfer transactions.
