Issue While Creating Canadian Customers In Oracle Sales Cloud

Issue while creating Canadian customers in Oracle Sales Cloud
Customer is on R11 of OSC
Customer is integrating OSC with onpremise EBS R1213 using web services.
When customer creates a prospect in OSC, the web service creates an identical record in EBS
When customer creates a Canadian prospect, a 2 letter code is required for province
EBS is rejecting the abbreviation.
EBS requires the full name for the province.
As a result of this we are not able to sync 2 systems.
When creating a Canadian prospect, no issue is returned.
The issue can be reproduced at will with the following steps:
1. Customer logs in to OSC.
2. In OSC SUI, customer creates a prospect.
3. Customer set the address to Canada, and chooses a province.
4. Customer complete the remaining fields and saves.
5. OSC sends WS to EBS to create a record.
6. EBS Rejects due to province name mismatch.
