Unable to Create and Edit Standard Rates and Variable Rate using spreadsheet Loader

1. Rates and Coverages --> Standard Rates --> Edit Rates in Workbook
  Functionality available to search and update certain existing rates. Cannot insert new rate names.

Need to understand how creating and Editing new standard Rate works using spreadsheet Loader and the navigation


2. Rates and Coverages --> Variable Rate Profiles --> Prepare in Workbook
  Workbook inconsistent with other templates (above). No 'submit' or 'upload' button available.
  The functionality seems to supports search and update existing profiles but does not work.
