401 Error When Accessing Custom Application Deployed in Fusion Aplication Domain

Information in this document applies to any platform.
Customer deploys an application on fusion application domain and expect single sign on experience between custom application and fusion application.
But user get pop up login page when accessing the custom application and can not get access to the custom application
Steps to reproduce
1. Login to fusion application
2. Access custom apps
user will get popup login page from weblogic server
3. enter correct username and password again
User still get 401 error
