Symptoms

On : 11.1.11.1.0 version, Contract Authoring

ACTUAL BEHAVIOR
---------------
When creating a contract and trying to assign a specific user that resource cannot be found

EXPECTED BEHAVIOR
-----------------------
All resources must be available to have contracts assigned

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a contract
2. Click on actions->assign user
3. Search for the user in the Assign User window

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot fully use assign functionality.
