Fusion - Oracle BI Book From Reports and Analytics Pane Has Disappeared After Maintenance Patch (Doc ID 2187078.1)

Symptoms

ACTUAL BEHAVIOR
---------------
After last weekend patch the "Browse Catalog" button is missing from the Fusion Reports and Analytics Pane.

EXPECTED BEHAVIOR
-----------------------
To  have the button as expected in the Reports and Analytics pane.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the Fusion application
2. Go to Reports and Analytics page
3. "Browse Catalog" button is missing
