Issue: Line Managers unable to generate Workforce Compensation Statements with Compensation Plans

Unable to download change statement

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as line manager
2. Go to statement tab --> Click on generate statement
3. Error occurs
