Oracle Fusion Benefits: Timeliness Evaluation "Void Potential Life Event" Is Changing The Event To Manual Status

Goal
We want employees to initiate certain life events only as of today. At life event level, we have setup the event's Timeliness Evaluation as "Void potential life event" and as 0, so that any life event that is initiated before today will be voided.
When employee initiates a life event, that expected result is correct, where employee can go in and make elections.
When employee initiates a life event as of yesterday, the event is going to manual status. We expect the life event to be voided, so that employee can go in and re initiate the life event as of today.
Please let us know why the life event is going to manual, instead of voided.
Steps to reproduce the issue:
1. Setup the life event Timeliness Evaluation as "Void potential life event" and number of days as 0
2. Go to employee self service, and initiate a life event as of yesterday (We are not even clicking on change benefit elections)
3. The resulted life event is in manual status (instead of voided) in Benefits Service Center. We expect the event to be voided as the timeliness evaluation is set as Void.
