Not able to find the cost book and cost organization in Cost Accounting Forms (Doc ID 2197624.1)

Question 1] Customer transferred Transactions from Inventory from Costing and 3 transactions are processed but now is stuck when trying to run Create Cost Accounting Distributions from Costing. Apparently, it is asking for Run Controls and it also cannot find cost org and book. Customer is not able to find the cost book and cost organization in below forms

Create Cost Accounting Distributions
Manage Cost Accounting Periods
Review Cost Accounting Distributions

Question 2] When Customer run the Create Accounting for Costing, the receipts don't show up on the CA Execution Report. They did show up on the Create Accounting for Receiving. Is this intended functionality? When Customer reviewed the Cost Accounting distributions, they are "excluded" from Accounting.
