State Value Is Not Consistent When Creating An Account (Doc ID 2199100.1)

Symptoms

On : 11.1.10.0.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
=========================
When customer creates an address
Customer sees 2 values for Pennsylvania:
 - "PENNSYLVANIA".
 - "PA".
Customer only wants to see "PA".

Also, when customer creates an address, they are required to add a value in the "Address Line 2" field. Customer does not want this field to be required.

EXPECTED BEHAVIOR

Customer only wants to see "PA".
Customer does not want address 2 field to be required.

STEPS
=========================
The issue can be reproduced at will with the following steps:
1. SUI > Account > "Add" Address.
2. Create Address.
3. Two versions of Pennsylvania & Address Line 2 is required.

BUSINESS IMPACT
=========================
The issue has the following business impact:
Due to this issue, users cannot create accurate and consistent addresses.
