Symptoms

On : 11.1.11.1.0 version, Set Up Benefits

ACTUAL BEHAVIOR
---------------
Configured new premiums in Oracle Stage for Open Enrollment. These are entered as monthly values (Defined Amounts) and are displaying correctly in the enrollment process. However, the Communicated Rate (bi-weekly) are not for 2017. It seems that it is being calculated by 27 pay periods instead of 26.

Communicated Rates should be determined by 26 pay periods and not 27.

EXPECTED BEHAVIOR

Communicated rates should show correctly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create new premiums for open enrollment
2. Process open enrollment event and view defined and communicated amounts.
3. See that the defined amounts are correct and communicated amounts are wrong.
