Receiving error when opening HCM notifications

When opening an HCM notification, I'm getting the error below:


" Error
An application error occurred. See the incident log for more information.
An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident: 15, Server Domain: HCMDomain, Server Instance: CoreSetupServer_1, Application Name: HcmCoreSetupApp."

The issue can be reproduced at will with the following steps:
1. Open an approval notification

The issue has the following business impact:
Due to this issue, users cannot approve transactions
