Symptoms

Representative link is not working in Benefits Main Page
User is not able to access the representative link in the main Benefits page. They are able to access the link when in the Person Management screen, but not in the Benefits screen.
Why does the link within the Benefits page not work?


EXPECTED BEHAVIOR:
The representative link within the Benefits page should work so that User can access representatives while making elections.


STEPS:
The issue can be reproduced at will with the following steps:
Steps:
1. User logs into system and navigates to Benefits and searched for a person and click on person.
2. Clicks on Representative icon on top right (Headset Icon) and nothing happens.
3. User logs in and navigates Person Management
4. Clicks on Representative icon on top right (Headset Icon) and it displays list of representative contacts and information.
