No Sync Between BPM And Setup UI after R11 upgrade

Customer is experiencing a problem with Approval UI and BPM rules after the R11 upgrade.
The issue can be reproduced at will with the following steps:
1. Login into Fusion Applications as Implementation Consultant
2. Navigate > Setup and Maintenance
3. Search for the Task Manage Purchasing Document Approvals
4. Make the changes to the Rules
5. Then Navigate to BPM App and notice the rules are not in sync
