No Email Notification Being Sent When Transaction Import Completed Using CRM File Import

Information in this document applies to any platform.
Create an import activity with Import Options to send email notification.
Activate and submit the import activity.
When the status change to Base Table Upload (ie. it's completed for Incentive Compensation Transaction), user did not get any email notification.
When import activity completes, to send email notification.
The issue can be reproduced at will with the following steps:
Navigator > Credits and Earnings > Import Transactions Using File Based Import ( CRM File Import)
1. Create new import activity
Object = Incentive Compensation Transaction
Notification E-Mail = email@example.com
2. Fill out the rest of the import activity and ACTIVATE
