Default Grade Step in Assignment section in Manage Employment page

Grade step is not getting defaulted always in the Manage Employment>Assignment.

The issue can be reproduced at will with the following steps:
1.Login as Line Manager.
2.Navigate to Hire an Employee and fill the information.
3.On Employment Information tab, fill all the information including Grade Ladder and Grade.
4.Click Grade Details icon.
5.Do not make any changes, just click OK.
6.Finish the Hire transaction and Submit.
7.Navigate to Person Management and search for the new Worker.
8.Navigate to Manage Employment page and open Grade Details.
a.If you did open the Grade Details while hire, the Step will show the default value.
b.If you didn’t open the Grade Details while hire, the Step is not showing the default Grade step value.
