Unable To Extend Resource Object

Symptoms

On : 11.1.11.1.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------
Customer has added custom fields to the Resource object.
Customer has exposed the fields in a Page layout.
Customer has published this sandbox and has generated artifacts.

Customer cannot see the custom fields on any of the resource pages:
 - Manage Users
 - Resource Directory

Customer can see the fields in "Manage File Import Mappings" task.

EXPECTED BEHAVIOR

Customer expects that the custom fields would be exposed on at least on of the resource pages:
 - Manage Users
 - Resource Directory


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apps Composer > Resource obj > Field
2. Create a field
3. Apps Composer > Resource obj > Pages
4. Expose field on Details Page Layout
5. Fields do not appear on:
 - Manage Users
 - Resource Directory

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot expose custom fields in UI.
