PRC:SSP: Project Number Not Viewable On Purchase Requisition

Symptoms
Project Number not view able on Purchase Requisition.
The issue can be reproduced at will with the following steps:
1. Login and navigate to the Requisition Home Page
2. Select Consulting Smart Form and create line
3. Select Add to Requisition. Then select Edit and Submit
4. Attempt to enter Project details – no values appear in List of Values for Project Number
