Cannot Upload Contract Template After New Instance Of Environment

On : 126.96.36.199.0 version, Contract Authoring
A new instance of the environment has been created.
Cannot upload a contract template. Error appears after downloading the file from the contract, open the file and edit, save changes and try to re-upload.
An application error occurred while establishing the server connection to the BIPublisher server
The issue can be reproduced at will with the following steps:
1.. Navigate to contracts workarea
2. create a contract
3. Navigate to terms library
4. Action-> Download the contract
5. Save the document in the local drive
6. Open the document (Edit, add, delete the Clause)
7. save and close the document
8. Action-> Upload the contract
9. Click OK
