How To Use All Values In The POV Of An Allocation Formula (Doc ID 2219595.1)

Goal

An allocation rule using a formula has been defined. The rule deployment was successful however an error is received when generating allocations in Fusion GL:

ERROR in rule execution: Cannot Perform Custom Calc. Essbase Error(1300033): Upper-level members, for example [All Service Area Values], are not allowed in argument [POV]. Select a level-0 member

Service Area is one of the COA segments and in Point of View the value "All Service Area Values" was specified to include all values.
The error means All Values cannot be used.

How can all values be included in the POV?
