Retry of 'Full Payment Submission' Process Fails with Error: "You must enter a value for either a starter declaration or pension information for new starter employee FUSION.GB_FPS_ARCH, line 307 ORA-06512 at line 1" (Doc ID 2220228.1)

Symptoms

1. Run FPS process and got the following error: (submission type as Test and Final Submission as No)
You must enter a value for either a starter declaration or pension information for new starter employee FUSION.GB_FPS_ARCH, line 307 ORA-06512 at line 1
 
2. Go back to statutory deduction card and add the calculation component ‘New Starter Declaration’ as below:
 
3. Go back to the errorred process and go to action menu – mark as complete – Retry option. Click continue
 
4. Refresh until the process finished, it’s still showing error status, and following is the log file from the process id:

5. Try to submit standard alone ‘Retry payroll process’ but the process doesn’t pick the employees
6. Tried to perform mark for retry before retry but it’s also not working as below:
- Try to mark for retry by click action menu – mark as incomplete – mark for retry within the flow itself, in this case, the process status still in error status
- Submit standard alone ‘Mark for retry’ Process, but the employee will not get picked at all
- Try to mark for retry on person level by go to view person process result page, and choose the errorred process, but there’s no ‘mark for retry’ option available in the action menu.
7. But if try to rollback the process and then resubmit, then it is working.
